Of all these methods, the Food and Drug Administration only considers electrolysis as a method providing "permanent hair removal." If you click on this link, you'll see that the FDA considers laser to be a method of "permanent hair reduction" and specifically says that laser manufacturers may not claim that the method is permanent. Laser and waxing are "events," whereas electrolysis is a "process." When one has laser or waxing done on an area, it is over relatively quickly and the area appears clear of hair.
